CARMEL VALLEY, Calif. — Households and businesses in unincorporated Monterey County should watch a proposed public hearing on November 17, 2026, at 1:30 p.m., when the Board of Supervisors is expected to consider revisions to trash and recycling collection rates that would take effect on January 1, 2027 if approved.
The county’s October 27 agenda item RES 26-179 asks supervisors to schedule that hearing and publicize a notice in newspapers. The related contract is the county’s Unified Franchise Agreement No. A-17164 with USA Waste of California, Inc., doing business as Carmel Marina Corporation, for exclusive solid-waste and recycling collection in unincorporated areas of Monterey County.
What is—and is not—decided
Proposed Amendment No. 2 would revise an exhibit listing collection rates and charges, as well as several contract provisions. The notice does not establish that new rates have already been approved. Residents should read the proposed rate exhibit to determine whether a particular cart size, service type or account would be affected.
Charges and providers can differ between unincorporated areas and incorporated cities such as Monterey, Salinas or Marina. This report concerns the county franchise for unincorporated communities; it should not be treated as a notice of rate increases in every city in Monterey County.
How to follow the hearing
Look for the official public-hearing notice and attachments in the county’s Legistar legislative records. The meeting proposal includes both English and Spanish notices. Residents can check the meeting agenda closer to November 17 for room location, accessibility and remote participation instructions, and may submit comments through the county’s established process.
